I remember doing this with my mom and my brother's cub scout troop. Unfortunately I didn't remember early enough to do this for Valentine's day this year. Maybe next year I'll add pictures.
Supplies:
Clear vinyl
Wallpaper
Yarn
Sweetheart message hearts
Hole punch
Cut the vinyl and wallpaper into a heart about 4-5 inches. Line up the two and punch holes around the edge far enough apart that the hearts won't fall out. Lace the two hearts together with the yarn. Just before finishing it off pour in message hearts. Lace and tie it off.
Sometimes we wrote messages on the back of the wallpaper, but more often we just mass produced these pretty pockets to pass out to everyone we knew.
